The Middle School Department was opened for the primary purpose of providing neighborhood readers with access to library and information resources.

The department's collection is richest in Bulgarian and translated fiction, as well as scientific and popular literature. Part of the department's collection consists of textbooks and teaching materials for students in grades 8 through 12. Among the book wealth here can be found materials for the benefit of students of various specialties of the University of St. Petersburg. In addition, the students of St. Cyril and Methodius" and "Vasil Levski".

The most borrowed literature for home by the readers of the Secondary School Department are works of the crime and romance genre, as well as science fiction and fantasy series. Of the popular literature in the department, the most popular are books on psychological, pedagogical and historical subjects. The department owns biographical books about famous Bulgarian and world musicians, artists, sportsmen. The aim is to replenish new and up-to-date literature in time, in accordance with the pace of development of the book market in Bulgaria.

The Secondary School Department has a Reading Room Fund as well as a Reference Fund. Books from these can be used in a separate small reading room, part of the department, where subscriptions to periodicals maintained in the respective lending library, regional newspapers kept on deposit in the branch's storerooms, and publications from the Agrarian Department are available for use.

The Secondary Department employs librarians with many years of experience who also assist in the preparation of oral and written bibliographical references. They help readers daily with information on what they can find not only in the Middle School Department, but also in the other departments and branches of the Regional Library.

Priority is given to collecting the latest literature published in Bulgarian. In order to facilitate the choice of literature and also to provoke the interest of the readers, showcases with new books are maintained and corners with titles related to various historical events are also formed. Thematic showcases are opened according to the cultural calendar in connection with anniversaries of famous personalities and authors, and also in line with the current situation in the cultural life both in Bulgaria and worldwide.

Events such as book presentations and meetings with authors are organised in the borrowing halls of the BIC "Slaveyche", as well as in the adjoining premises, and training and lessons are held with students in the BIC.

Users of the Secondary School Department are upper secondary school students, students, working citizens and pensioners. New readers are registered here daily.
